"The recent IPCC report on climate change has re-emphasised the vital role that cities can play in building resilience and enabling sustainable development, and the new BIS Foresight Programme on Future Cities re-emphasises these points. Re-engineering our cities with a coherent and appropriate blend of large-scale mitigation and adaptation strategies, which will take us to 2050, and beyond, will be vital, and urban retrofitting (or ‘the directed alteration of the fabric, form or systems which comprise the built environment in order to improve energy, water and waste efficiencies’) must be part of this process..."
